Why did "Lucifer" decide to start the war in heaven with only 1/3 of the angels?

The reason was because of Satan's pride. His pride got the best of him and he believed he was greater than God. Satan still believes he can win against God,

but he will end up in the Lake of Fire defeated.

Lucipher is still in the afterlife, and he's still an angel. That's all I can tell you. I dunno who came up with all the crazy about him, but it's not true.

describes a FUTURE war "in heaven"

("future", of course, from the author's perspective).

It does not mention Lucifer.

It does not mention Samael.

It does not teach that anyone "gathered 1/3 of the angels in heaven and decided to start the war" (to the contrary).

The question is moot.

The war is not over until the end of this temporary 2nd age events happen and after the millennium, thousand years of teaching God's Word while satan is bound and unable to interfere, after satan is released again for a short time, after Judgment Day.  One of those events is that he will deceive the whole world . . . not God's elect, but satan would deceive even them, if God did not shorten the time.  Do not underestimate satan's supernatural abilities.  No one, except for Jesus, overcomes the testing of satan.  It is only by God's grace through Jesus Christ and reliance on the mercy of God through Jesus Christ that Christians will overcome the testing of satan and not face the 2nd death, which is death of the soul after death of the flesh body.  Revelation 20 KJV talks about the souls that overcome through their faith in Jesus being immortal while there are some that will be tested again by satan when he is released after the thousand years.

Revelation 12:9 KJV And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.

Matthew 24:22 KJV And except those days should be shortened, there should no flesh be saved: but for the elect's sake those days shall be shortened. 

1 Corinthians 5:5 KJV To deliver such an one unto Satan for the destruction of the flesh, that the spirit may be saved in the day of the Lord Jesus.

2 Peter 3:9 KJV The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.

The massive asteroid shower, thousands of them, and the appearance of "Nibiru" are both SIGNS of the return of Yeshua. IF anyone says Yeshua has returned and you have not seen both of these SIGNS do not believe them, it is a deception.

Satan or Lucifer, as being created from fire , was driven out of the Garden of Eden, because he deny to prostrate to Adam , who was being created from earth , as according to the commandment of GOD, while all the angels of GOD , being created from the Radiant do obediently prostrate to Adam. So the reason of satan being driven out of the garden was because he become arrogance to GOD and being jealous of Adam, that cause him to fall down and become enmity of mankind on this very earth , till the last hour comes. So satan has nothing to do with the angels in his rebel in the Garden of Eden.

1/3 is all the angels that would join in Satan's rebellion, the other 2/3 stayed faithful to God. Archangel means chief or principal angel and there is only one, Michael. Satan did not start the war, When Jesus Christ was given kingship over God's Kingdom, Jesus Christ and his angels battled Satan and his angels and cast them out of heave, down to the vicinity of the earth where they now reside in the air about us.

Cause Satan decided to go against God's will like now, that's why Jesus will return and angry, angry at how Satan destroys God's people with lies
