Why did Trump tell states to get their own supplies then order FEMA to stab states in the back by taking the supplies the states contracted?

I beg your pardon.  Trump had his gang of thieves watch and wait for loads coming in by plane and by boat and ordered them to take all of the supplies even after the states had paid for the items.  He did this to Illinois and New York.  If you don't tell him he is the greatest, he will leave you in the dust and fail to answer or delegate any of the supplies to you.  He is using his powers in such a way that either the states bend or he will cut off all federal assistance.  ALL assistance.  And dont blame FEMA for doing their job.  They were guided by the one and only SON IN LAW.  And while our states needed these supplies Trump was selling to other countries.

He took back the ones the states were getting free. They get to keep the ones they paid for themselves.
