while your nose may look bad to you it could be attractive to others
if you want a good nose job, wait at least until your face has stopped growing and your brain has matured

Anyone can have rhinoplasty. However, if you are under 18, you have to be with your parent. Rhinoplasty can cost anywhere from 2K-10K

18 years old unless your parents are paying and willing to sign the consent form. How much? Depends on what needs to be done and the surgeon, can be thousands, many thousands and since sounds like cosmetic surgery, it's going to be out of your pocket likely.
