What is this plant and how can I take care of it?

It's a known as "ZZ plant" (Zamioculcas zamiifolia). They are typically pretty hardy and don't need much in the way of light or water but, as the other poster said, this one looks like it's in need of being repotted. You can probably also divide it into several plants while you're at it as a bonus. Linked below is an article on caring for them and another on how to divide them.

The first thing I'd do is get a nice big pot and replant it--it has tremendously overgrown that little pot....have no idea what it is---but I can hear it screaming-----"heeeellllllp meeeeee"
