The MLB doping scandal was much, much bigger. The Mitchell Report revealed that 89 players used steroids or other performance-enhancing drugs in an effort to attain personal glory and riches. They didn't cheat the help their teams; they cheated to help themselves.
The scandal changed the MLB landscape for ensuing generations of players and corrupted the game's history.
The Astros simply did what every team in baseball history has done, and what teams continue to do even now.

Bountygate comes to mind. But I am a New Orleans guy.
The steroid era was much larger. It involved every team and a massive cover-up.
