same franchise difference prices?

I just went to a sporting goods store where they were offering the same discount as their other store across town. The only difference is that one store has starting prices much higher so the discount and the prices are actually higher for the same product at one store compared to the other.

This is a franchise store with lots more shops across town but I was only able to look at two. I don't know if this is an illegal practice for a franchise with the same name, branding, logo etc...

    A lot of leeway is granted to franchisees in prices as well as other things. Its not even close to being illegal. When I was a kid back before delivery, I was with pizza hut. We were allowed leeway in our prices and our specs. Our franchise chose the high end of the specs. Large used to be 15 inch and we would put an entire pound of cheese on a large pizza and we weighed it. 8 oz on bottom and 8 on top.

    Now, a large is 14 and they don't weigh anything or use top cheese so a large might have 5-8 oz total.

    I have no experience with delivery so I don't know how exactly its changed. I just know we used high end specs and charged high end prices. There was a range and in a competitive environment we may have been closer to the lower end?
