Should the states open more cautiously, or should they return to business as usual asap?

    Cautiously.

Texas continues to see large increases in new coronavirus infections.

For the eighth day in a row, Texas has recorded more than 1,000 new confirmed cases of COVID-19, the disease linked to the coronavirus, indicating that infections are not easing even as the state continues to move toward openness.

Let the individual states decide what is best for them . The diseased blue states should stay closed for a long time .

The states that opened too early (i.e. with rising COVID-19 case numbers) are starting to have surges. More will die because of that. If the business can open up safely, practicing social distancing, keeping contamination down, they should be able to do so. Massage parlors would not seem to be candidates for that, but small specialty businesses (jewelers, clothing stores, etc.) should be allowed to.

EVERYTHING should be closed until the start of 2021.

They should look at the results of how other countries opened. France and south Korea both had a lot of new case after opening.
