What police/911 operators do with complaints that's too minor to take action?

When I say too minor, I mean not serious enough for police to come out to take actions.

Example: on highway some driver finished their cigar and throw it out on road. The witness in another vehicle got angry and call police because that's litter. Litter is a crime but will police come out and look for them to fine them? Answer is no because the one who complain is only one word against another with no proofs.

I mean what generally police and 911 operator do? Guess all they gonna ask is "describe the vehicle with plates number" after that thank you for reporting?

    If a situation is obviously not an emergency a 911 caller is likely to face legal punitive measures.

    I've called 911 for no reason while during psychotic episodes of my bipolar disorder before I was treated. They'll likely bring out cops and medical people to take them to a mental hospital if it's super stupid.  Example "Why the hell are there 100 crabs crawling on my ceiling and it smells like molten metal?"

    On the other hand my mom damaged someone's bumped but wasn't sure what to do so she called the cops on herself and got super scared and they just straight up told her not to worry about it and did nothing. (Closer to your situation.)
