How do I find laws regarding locked up abandoned bicycles?

There is a bicycle that is slowly deteriorating outside my apartment building.  It is abandoned, hasn't moved for 75 days.  I've contact the county, but it's not a priority to move it, and they sell it for profit.  I'd rather saw the lock, and rehab it, and give it to someone in need of a bicycle.  What law am I breaking?  Is it theft if there is nobody to press charges or report it stolen?

    You are breaking the law that you can't take things that aren't yours.

    You just proposed THEFT, and you already knew that.

    Taking property that doesn't belong to you is theft, even if you don't know who the owner is.

    Put a note on it.  Say that it is going to be removed.  If the owner lives in the building he will be very appreciative.  Then, if it is not moved, let the county deal with it.  You cannot just saw off the lock and rehab a bike no matter how long it has been there.  Damage to property and theft are the two charges you could face if someone sees you do this and they will.  If you owned the fence it was chained to, you would have been able to cut the chain off but even then you would have had to leave the bike where it was.
