There is a bicycle that is slowly deteriorating outside my apartment building.  It is abandoned, hasn't moved for 75 days.  I've contact the county, but it's not a priority to move it, and they sell it for profit.  I'd rather saw the lock, and rehab it, and give it to someone in need of a bicycle.  What law am I breaking?  Is it theft if there is nobody to press charges or report it stolen?

I have a budget sheet that references multiple sheets (i.e. the first sheet is the summary of each following sheet which are broken down into months). The problem I'm having is that the summary sheet is supposed to calculate sum totals of fields on ONLY that summary sheet. But every time I change something on the following monthly sheets, the formulas on the front sheet change, and it tallies up some of the cells from the monthly sheets, instead.

I'm thinking there has to be a way to completely lock the cell from any changes (on the summary sheet).

Our neighbor's fence was installed improperly and the bottom of the chain link fence doesn't touch the ground. This allows our min-pin access to their yard whenever he feels like it, which is unacceptable.

How do I extend the bottom of the fence to ensure he can't get out without asking the neighbor to fix their fence?

In my home I measured some of the sockets to be at 44 volts and one other to be at 200 volts. Is this a major problem?
