So the police were instructed to arrest people that opened non-essential businesses but  to not arrest people that loot those same stores?

    It's called Anarcho Tyranny. You arrest the law abiding while you let your street thugs attack these same law abiders who happen to also be your political opponents.

    Saw them arresting hundreds of looters in Santa Monica...they were so many they had to collect them laying down on the plaza with cuffs waiting for the paddy wagon. No, they did not have enough forces to arrest most of them..but that was not because they were not instructed to.
