Can someone clearly define how to confirm someone is "not racist"?

The qualifications on who is and who is not racist has changed a lot over the years and I want to know how to clearly determine if someone is or is not racist.

For example:

1. Having black friends = likely racist  (it at least does not prove you are not racist)

2. Having black spouse = same as above

3. Not seeing color = used to be considered a positive but now very racist

4. Being Republican = MOST RACIST

5. Being Democrat = likely racist (it at least does not prove you are not racist)

6. Being a BBC cuckoldress = surprising RACIST!

7. Living in a black neighborhood = possibly racist

8. Living in a white neighborhood = HIGHLY RACIST

The list goes on and on...  So to make it easier... what are the qualifications in non-ambiguous terms that make someone "not racist".

    Don't let american newspeak-games or SJW-trolls confuse you. There are just two ways to be racist

    1 believing or pretending that humans come in genetically distinct races

    2 judging people on their skincolour, haircolour, hairtype, eyecolour, bloodtype, ethnicity, nationality, religion, etc rather than on their actions

    It's weird how every thing is a black and white issue for you.

    But over all nothing will matter, Americans like to blame and accuse. It's too far worked into your culture to fix it now.
