Which Presidential candidate was responsible for the “Crime Bill” that made things tougher on Black people?

Look, I vote Republican. I know it was Billy boy who signed what you're referring to into law. However, I refuse to condemn that bill unless someone sits me down and tells me what exactly is racist about that piece of legislation. I don't understand. I'm ignorant about it; I admit that. However, unless that bill straight up comes out and says something racist, I'm not going to play games and say it's racist. Logic and reason are what I believe in. 

If I pass a law that says, "You shall not steal" and we find that muslims, for example, are ending up violating this law more so than on average for some reason, how can we say the bill targets them? No one makes anyone steal things.
