Muslims live in all over the world, and profess all the nationalities of the world. When you say brain drain , it means they are doing goodness to all the countries of the world they are living in. So no need to stop their own freedom.

You would have to get people to invest in muslim countries economy till they reach a standard that matches the one perceived in the west. The more opportunities in muslim countries the less likely the more educated well off muslims are likely to go somewhere else.

create areas for wealthy and educated people to live in. make sure these areas have good infrastructure, clean, organized, safe and people can work in good conditions and receive good pay/holidays.

The xenophobes and especially islamophobes will love u! With 9/11 and knife attacks do u think the people of the places where Muslim immigrants go want more of them? U should start a StopMuslimBrainDrain campaign and I'm sure u will get an overwhelming amount of support from right-winged whites. They might even forget that u r a Muslim and see u as a messiah for driving away Muslims from their countries!
