You would have to get people to invest in muslim countries economy till they reach a standard that matches the one perceived in the west. The more opportunities in muslim countries the less likely the more educated well off muslims are likely to go somewhere else taking their talents with them 

Bangladesh is a country ever poorer than Pakistan 

What brain drain? 

Your people are illiterate completely
