I live in Canada where pot is legal; I am using a 400W metal halide and it is not doing the job. Plants are leggy. What lite should i use?

I would just start lowering the light to get closer to your plants. That should be enough light for veg. If you are going to replace your light I suggest a Quantium Board LED light. If you do that be sure the light can easily provide sufficient light for the foot print of your grow in flower (flower foot print is considerably less than for veg).
