Are Chinese fire drills legal?

I've seen videos of these and these things look hilarious. I was wondering if it is legal to perform a Chinese fire drill or if this sort of behavior can result in a ticket.

In my state, that would be obstructing traffic. I'm sure there are other things you could be cited for too depending on state law. Disorderly conduct, disturbing the peace, and criminal mischief could apply.

China practices their fire alarms in buildings every month or so. Shanghai, Taipei and Hong Kong have a lot of skyscrapers!!!

They are illegal. The charge is akin to jaywalking because you are in the roadway where pedestrians are not allowed to be.
