Is there a way to transfer to a new windows 10 machine and keep everything.?

simply no , the stopped it because to many people resell windows and it stipulates it can only be placed one 1 machine unless you have a licence.

cloning is almost always a bad idea, because the drivers will be different, and often will cause a crash on boot.

all you need to do is copy the files to a flash drive, then move them to the new computer. i've done this with Chrome countless times. just transfer the whole Chrome AppData folder (after you install Chrome first).

you don't really need to transfer cache, as the website will reload it when you access the page.

Window 10 will not have  fit if you clone it.  I worked in IT and this is how we created new machines all the time. We used Microsoft's ImageX and Sysprep to create and then install the clone images.  Once cloned Win10 will automatically install any and all generic drivers for the new machine and then boot.  If you require special drivers for some of the new hardware, you can either place them in a folder before cloning, or wait for Win10 to boot then install them. 

be sure to use Diskpart to set up matching partitions beforehand.
