You can ask. If it were me I would not give out my tenants info but I might relay a message to the tenant that so and so person was trying to get with them and to call this person if they wanted at phone number xxx-xxx-xxxx.

Not likely but, you never know. Landlords come in all sizes and all levels of brightness.

No they will not help you or even admit the person lives there. They have no idea who you are and for all anyone knows you could be stalking the tenant.
