FBI protocol:do they ever contact people by phone without personal contact first in regard to a situation?

Someone I know said they were contacted by an FBI agent by phone or internet, I'm not sure, who will be delivering a large amount grant to her. This surely cannot be. What is the scam? He gave her his badge number but she will not check him out.

    No, they don't.  Also, they don't deliver money or grants.  The person was not an FBI agent.

    The FBI doesn't contact by phone nor does it hand out grants. Next she'll probably be asked to provide her banking information and that's when the 419 scammers will steal her money.

    A better question would be, "Does it make sense that the FBI is sending private citizens money?"  And then a solution would be to hang up the phone.

    Someone is impersonating an FBI agent, the FBI doesn't write or deliver checks.
