Should all apartments have a balcony with plants on them?

    That would be nice but not always doable.  For example where I live there is too much pigeon poo.  Each balcony has outside wiring under the balcony above it which is boxed in.  Unfortunately there is a nice open ledge made on the top of those "boxes" which the pigeons just love and they build their nests on them.  Management could devise something to reach the top of the upper balcony from those boxes which would prevent them from nesting but they haven't done it since this place was built in the late 1960s so I doubt they'll do it now.  Before I moved here I always wondered why people didn't decorate their balconies; didn't take me long to find out why.

    Where I lived before for 24 years, most people decorated their balconies with plants and/or holiday decorations.  I only moved from there because of my knee; couldn't do steps anymore.
