Where do people / government get the idea that  Social Security is an entitlement program?

Social Security is money paid into a fund by employees and company's. The Government contributes nothing.The  Government has taken out money for other programs and has helped to deplete it some over the years as if the money belongs to them.

    that money should have been put into a do not touch savings account made available upon retirement , then people could have been earning interest on it

    Here is a definition of Entitlement:

    Definition of entitlement

    1a: the state or condition of being entitled : RIGHT

    b: a right to benefits specified especially by law or contract

    2: belief that one is deserving of or entitled to certain privileges

    3: a government program providing benefits to members of a specified group

    also : funds supporting or distributed by such a program

    It's pretty clear that Social Security meets definitions 1b and 3. 

    You can discuss whether it's good public policy or not, but it's clearly an entitlement.

    Social Security needs to be called an "investment program!" Therefore 'we the people' should receive our full pension, retirement & social security! If senators can multi-invest then the middle class should also have the 'RIGHT' to 'multi-invest' as our monetary compensation! =<)
