How do I revive/charge a lithium battery pack that has been depleted from being stored too long - depleted to where Charger doesn’t turn red?
I bought an electric skateboard (urban board eskate) but soon as it arrived it never worked and won’t charge. I’m certain the battery is just depleted into a deep sleep. How can I wake it up??? I tried freezing it.. didn’t work. I tried rolling it around/towing it on my electric scooter.. while applying brake. . so far nothing has worked.

You don't.
If you bought a new electric skateboard, and the battery was non-functional when you got it, contact the seller and find out how to get a replacement.
If you bought it used, then you'll need to purchase a new battery.

Just bought? The whole device does not work because one vital component does not work, so get it replaced at no charge by the supplier.
Basically, you have not got what you paid for. Even if you manage to revive the battery, it might fail again soon, and permanently.
When I first read the headline question I assumed it was a battery pack hidden away at the back of a cupboard at home for some years.

with a pulsed power source we may rejuvenate it. we need some tests on it ... find an electronics enginner to help you.

IF IT HAS BEEN SELF DISCHARGED INTO LESS THAN 3.5V TERMINAL VOLTAGE, DISCARD IT BECAUSE NO MORE ABLE TO RECOVER ITS CHARGE WITH CHARGING.

Bought new? return to supplier.
Second hand? could need a new battery or new charger..
Sometimes a over-discharged battery can be brought to life by leaving it on charge for maybe 24 hours, but only if you do it pretty quickly. If it's been flat for a week or so "it's dead Jim".
Do you know anybody with the same skateboard? If you do you could check the
charger

If you're messing with lithium batteries do it outside. If they go wrong they go big time! You don't want that in your bedroom.

NEVER FREEZE ANY BATTERY.
Period.
If it wasn't already ruined when you got it, it certainly is now.

If it will not start to charge after simply leaving the proper charger connected for a day or so, the battery is probably wrecked.
Lithium cells start to grow crystals internally if left flat, and that causes permanent and irreparable internal damage.
They can never charge normally once that happens and can burst or catch fire if force-charged.
The charger should be putting a small current through the battery, which will gradually increase the voltage until its back in working range, if there are no dead cells.
Do you have a multimeter, so you can measure the battery voltage?
