Why does my new sink not drain good any more? Why is the water pressure different?

See the picture. The red line/sink is where the original bathroom sink was, and drained good. I put a new counter and sink in and it sits 4 inches lower (see the blue line). Now it drains slow and unless it only runs at about 20% it will fill up OR if you let it fill up, then there is enough water, it's 4 inches taller and it drains quick enough it wont over flow. Any idea how to fix this? Maybe we have to re-adjust the pipes some how?

Also, the hot and cold water was just fine with the old sink. Now the cold water is good but the hot water only comes out slow (maybe 30% pressure) even with the pressure turned up below the sink, so it takes a while for the water to get hot.

My main concern is the drain speed though. Any ideas are greatly appreciated.

Update:

notice with the red and blue image, the plumbing didn't reposition, but the drain pipe shortened in length by 4 inches. I didn't have to cut anything, since it just slid in farther.
