Is it rude for me to "invite" someone to a surprise party the host doesn't want?

I will give these names...(Eugene, Carl, Chucky) (Yeah they are names of Nickelodeon characters but let's not dwelve on that). Chucky has a bday coming up. Eugene is planning a zoom or google meet surprise party for Chucky but invited the whole gang except............Carl. You see Carl kind of tagged us in a facebook post every tagger including me found offensive but he deleted it and said sorry. The post was "Anti Masturbation Cross". THat was 7 months ago. I forgave him, Chucky forgave him, but Eugene and another one still havent. Carl is like one of Chucky's closest friends. Chucky knew Carl longer than Eugene. That beef was 7 months ago and Eugene should jsut let it go. It's just social media. That was the only time we were mad at Carl and Carl promised not to do it again. I feel bad for Carl. He deserves to be in the surprise party but Eugene still has a grudge. I'm thinking of sending Carl the link and not telling Eugene because this is Chucky's Party...............not Eugene's. I think in a surprise party, it's fine for people not invited to come but it's a very big risk as they must be 100% that the bday celebrant will be happy they are there (since the celeb doesnt know who's invited).

You should not attend on the grounds that if all Chucky's close friends are not going to be there, you don't consider it a party for him but for Eugene. Tell Eugene you hope HIS party is fun for him and if he'll reconsider, you'd love to attend. If you don't get good news from Eugene by party time, you can contact Carl and if Carl's available, both of you crack open your favorite beverage and maybe record a couple of toasts to Chucky to send to him later. And I'm sorry this has caused a rift when the apology should have been enough.

Yes, it is rude as you are essentially saying I know you dont want this, but I do not care. Tah-dahhhh, here is the person you dont want here.

No, you do not invite anyone, it is not your place. Its not you giving the party. It will get back as to was not invited, you are so wrong. Mind your own business. You are going to pay for it if you do.

Yes.  On this planet only the host can extend invitations, not the guests. You could ask the host if you can include him, but if he says no, you must accept that fact. If you can't accept these social rules, perhaps you shouldn't attend.

I would stay well out of this mess if I were you.  YOU aren't arranging the party.  YOU are just an invitee.  It's up to Eugene who he invites.  Don't get involved and you can't be blamed for anything then.
