Structural Damage but CLEAN TITLE?

Why is a car considered “clean” with a structural damage?

    Two different things.  Clean title refers to ownership of the car, like no loans, fees, taxes, etc.   The car could have been wrecked and repaired and that does not affect the title.  It does show up in the insurance records since it often involves insurance.  And insurance is usually involved because there is a loan on the car, i.e. the title is not clean.

    Clean, meaning it is free from any financial or legal burden. The car is fully paid and is being sold by the owner himself or with his approval. 

    Structural damage means it's wrecked, somehow.
