The former since it doesn't make sense to boycott an entire country because a virus originated from there.
If China had intentionally manufactured the virus and used it as bio warfare against the world for some reason... then sure. But that's NOT what happened, in fact, the reverse happened with China trying its best to prevent the spread and warn the U.N. ahead of time.
