Call or go to City Hall, The city is divided up into "residential, & industrial zones, and rural. If your house is located on industrial land, then he is probably allowed to run 24/7 and there is nothing you can do about it.
. That is like complaining because the trains make noise when you live beside the tracks.(or near an airport for planes)
. City hall will tell you what the dismantler is allowed to do. Obviously he did not want to drop that piece, but accidents do happen. This is a city hall matter and they have their business police on his door step pretty quick.

call the city/town hall where you live if he doesn't have a license to operate they'll close him down, if he does they'll remind him the hours he has to abide by
