Why did No 10 snub black archbishop for a peerage- the House of Lords is too large when it made room for Theresa May’s husband?

The Guardian and others seem to have got this wrong.

Sir Philip May is a knight, not a peer. So is not in the Lords. Sentamu is expected to receive a Peerage, but the honours committee may well have wanted to wait until the investigations into his failure to act over the sex abuse cases were fully concluded; the Guardian being one of the papers that named him as being under investigation.

Bishops (even Archbishops) of the Anglican church are automatically members of the House of Lords. They are known as the Lords Spiritual.
