If someone non-Hawaiian is born in Hawaii could they have a right to dress in a Hawaiian traditional outfit?

Because they grew up in the culture and all

    Hawaiians have always been very culturally accepting of the newer generations embracing Hawaiian traditions and I'm sure you could do that  without too much of an issue.

    You automatically are a citizen of the country you were born into.  The nationality of your parents can give you a second citizenship.
