Repeating time when Daylight Savings Time ends?

Since we set time back one hour at 2AM when Daylight Savings Time ends, we repeat the time between 1 and 2 am again. If some event occurs between these times, how do we specify if it happened at the first occurrence or the second occurrence of this time period? This seems to be a subject that would have an effect in many areas of society, law enforcement, financial, scientific, etc.

    Since the event only happens once, you list it as the first occurrence which happened at One something, daylight savings time.
