AMD GPU tries too hard if I do not limit frames and makes screeching sounds. How do I stop this?

I have an RX 590 GPU. When I load into indie games or low graphics littles without an FPS limiter or vsync, my graphics card just cranks up as hard as it possibly can and gives me around 2-3 thousand FPS for no reason while overheating itself and makes a loud screeching sound. 

I had a GTX 1060 previously (which broke) and it never did this. It’s like it tries to give the maximum frames per second that it could possibly give me, despite the consequences in all circumstances where I do not limit the max frames.

I don’t know how many people will get this reference, but it’s like it’s using Kaioken x10 unless I limit it from doing so. It’s overheating itself to give max performance when it is not at all needed.

    Overheating with a screeching sound: A bad fan bearing which is preventing the GPU fan from fully spinning. This will result in overheating.
