Can you start up Windows 7 with settings like Windows 3.1?

Whenever you start Windows 3.1, the Program Manager opens, and if in Windows 3.1 you have a games window, and control panel, if you quit Windows 3.1 with those Windows open, or in a specific position, the next time you load Windows 3.1, those windows and positions will be exactly the same.

Can this same thing be done in Windows 7?  Let's say I have My Computer open, or I've got multiple windows open, then I shut down.  Can I start Windows 7 with all of those same windows already open and in the same positions before I shut down or not?

Sure. Set "Restore previous folder windows at logon" in Folder Options.
