Comments were removed on 7/23/2020, as has been asked and answered DOZENS of times since the change occurred.
Per Yahoo:
"In order to strengthen and improve community and engagement, we are temporarily disabling comments.

Commenting has been removed. They say it is temporary, but it sounds like changes may be coming based on what kind of user feedback they get. Yahoo's announcement on this can be found at the bottom of every article posted:
