UK law doesn't allow privately-owned electric scooters to be used in any public place.

They cannot be used on the roads, because they don't meet any regulations for a road vehicle (and so cannot be registered and taxed), but they also cannot be used on footpaths because they are still motor vehicles. They can only be used on private land, with the landowner's permission.

The only exception are the rental scooters being used within certain areas on a trial basis, under special legislation.

They cannot be used on footpaths either. The police are more likely to stop you if you ride on the footpath than on the road – most of the time they just have better things to do, but if you use the footpath you are more likely to cause an accident with a vulnerable person.

No. Footpaths are for pedestrians. That's why 'foot' is contained in the name.
