Parler is available as an app.  My laptop cannot do apps.  Is there a solution to my problem.  How to make apps work on laptops?

You have to install Nox player first (https://www.bignox.com/) and then you can download and install any app you want from the Google play store.  

yes download a android emulator and they should work fine .

Get an Android emulater, and load it onto your laptop. I use Bluestacks.

Apps are nothing more than Computer Programs.  Apps (programs) are designed for Specific Operating Systems.  Maybe your trying to run and Android App on a Windows OS.

There's no problem. You don't need the app. It's like Twitter. Use your web browser.

You probably have a Windows 10 laptop that came in 'S' mode. This locks you into the Microsoft store. You can take it out of S mode and then it will be normal Windows 10.
