Is God to blame for human suffering?

No, people are to blame for human suffering. Sin leads to suffering.

People who do not follow God's Word, The Bible are sinning and that causes the suffering in the world.

You as a finite human creature, have no grounds to even begin to determine such a thing of your infinite Creator God.

No, freedom, and the possibility of making wrong choices, are to blame.

God created perfect paradise, heaven on earth, Eden, and placed Adam there.

So blame human suffering on Satan and Adam. There was no suffering in Eden until Adam betrayed God. It was only then that God ejected Adam and Eve from Eden and into a cold, hard, relentless and unforgiving world.
