Is it normal for customs in an intermediate country to inspect a parcel merely in transit?

I've sent a non-commercial parcel of Christmas gifts to my son in Japan by DHL. It is 30 November and the parcel has been stuck in Hong Kong since 26 November. DHL has informed me that the delay in sending the parcel on to Japan is due to Hong Kong customs carrying out a "security inspection". Is this a normal procedure? I cannot understand what interest they would have in a parcel that isn't being imported and is merely in transit to another country.

    Yes. It is normal. They may just have randomly pick your package for inspection.
