That was true before 2016. Trump changed all that with his intentional effort to divide America.

That was mostly true of the Clinton impeachment, just an excuse to get out of work for a year. When a friend and his wife divorced, the hearings went on for two years before he realized the two attorneys and the judge were milking the fees for all they could get.
