Was my 'friend' being rude?
It was only the second time we met and we went out for lunch. I had food but she only had coffee and proceeded to text on her phone the whole time. She asked if I enjoyed the food but apart from that never spoke at all.

Of course it was rude; however, whether the intend to be rude was there, I doubt it. Society is changing and some people no longer have the knowledge to behave in a considerate way any longer. I would at least express your feelings about her behavior before burning the bridge and give her a chance at redemption.

Yes. That was incredibly rude. Unfortunately some people just don't have any manners and will probably never learn.
