The COVID virus is transmitted by physical contact or spray droplets, not by food. If the pretzel vendor wears a mask (s)he can't give COVID to you.

Much less than from simply being on a New York City street without wearing a mask. You get COVID from breathing it or from getting it in your eyes. The reason that you are more likely to get it when eating is that you can't wear a mask when eating. However, that's more of a danger indoors than on a street.
