Are Angels Ghosts?

Firstly there are no such thing as 'ghosts'.

Angels are mighty spirit creatures and as the word Angel means 'messenger' they are used by Jehovah God to accomplish his work here on earth and in heaven.

Demons were once angels in heaven but rebelled against God and were thrown out of heaven (Rev12:7-12). They are responsible for the evil here on earth. They are also responsible for pretending to be our dead loved ones or 'ghosts' as you put it.

However the Bible clearly tells us that the 'dead are conscious of nothing at all'. Jesus likened death to a deep sleep as in the account of the death of his friend Lazarus found at John 11:11.

No. Angels are spirit beings created  by God in the spirit realm. They were made long before God created man. -Colossians 1:16; Job 38:1-7.

Some of God´s angels rebelled against Him. After that rebellion, they were cast out from God´s family of faithful spirits, and came to be designated as "demons. " To deceive people into believing man is an immortal being, they very frequently impersonate the dead. In fact, they can imitate the voice of the deceased as well as project images which resemble them. - 1 Samuel 28:8-19; Acts 13:6-11; 16:16-19; Jude 6.

Satan and his demons are, in fact, misleading the whole inhabited earth. Besides impersonating the dead, they are also behind many other false teachings and wonders: apparitions of "saints," "ETs," spirit guides, ascended masters and other sinister apparitions. - 2 Thes 2:9-12; Re 12:7-9, 12; 1 Tim 4:1.

Then there are the former Angels of God, decried for their rebellion, aka Demons, who have the same form.

Therefore, DO NOT confuse the souls of the departed, which are the same thing, to be spirits, but they are in the Ades, spiritual world awaiting the judgment of God, they can not go back to earth.

So, Angels can fly, and they can descend to earth even without using their wings, they are Spirits, and they can go wherever they want, sometimes under God's order.
