The stimulus bill is part of the "umbrella" omnibus spending bill.
Various foreign aid bills are also part of the "umbrella" omnibus spending bill.
But the covid stimulus is not part of a foreign aid bill, nor is a foreign aid bill part of the covid stimulus. It's like sandwiches are part of the picnic and potato salad is part of the picnic, but the sandwiches aren't part of the potato salad and the potato salad isn't part of the sandwiches.
Glad I could clear that up.
Now about foreign aid. It's not like Christmas money from Gramma that you can spend however you wish. It's more like a bribe, a bribe with strings attached. Usually the aid is how we get a foreign nation to cooperate with the USA. It's a lot cheaper than the price of NON-cooperation, a lot cheaper than using military might or other means to get cooperation.
And almost always the money has to be spent on USA products or services. Like "We'll give you $50M toward building a dam, but you must use it to hire American engineers and buy American products." Or "We'll provide $50 in scholarships for your best students to attend American universities." So foreign aid creates jobs in America.
Foreign aid is a matter of "This is how we get the most bang for the buck in dealing with this nation" and not about "Let's give stuff away for no good reason." Did you really think policy makers don't bother doing the math?

Technically, there are two bills and the bigger of the two, the omnibus, is a mountain of pork. There is absolutely no reason to tie one to the other. If anything, a congress serving the People would have worked to keep them SEPARATE so one would not interfere with the negotiations and passage of the other.

Everyone must contact all their senators and reps and demand they stop all money leaving the United States
