For me this deal is a precursor to the main event. If the underlying motivation for the ERG group was to evade taxation and financial transparency then the services deal could be much more difficult to resolve. Whilst it wont have the same constitutional import as the trade deal nor the optics of congested ports and empty shelves, it is economically much more significant.
