UPS.com says that in order to 'refuse delivery' one attempt to deliver must first be made before it can be headed off. Out of spite?
The only sense to this policy might be due to a unique number assigned to the sticker that UPS leaves when a delivery is not successful. There has to be a better reason than that. In my case, they leave the package outside even if I'm indisposed which means that unless I catch the driver making the delivery (they give a 4-6 hour window for delivery), I'm s*** out of luck. What is the conventional wisdom in this case?

Try putting a big note on door, ups driver I would like to refuse package, under that put tracking number, he might see it.
