It’s a lock off of a Thule car rack. Specifically, off of a foot kit that fits their square bar racks.

It would have to be a VERY old lawnmower (like 60 years), because lawnmowers since the 1960s have had "dead man switches" on them (you let go of the lever, and they stop).
