Looking for an electric scooter that is powerful enough to climb the steepest hill (boat launch the hill) but doesn’t go fast is under $1000?

I have to walk up and down a boat ramp during my shift (night shift) so want an escorted that will get up and down the hill but I don’t want it to go fast.  20mph preferred or less. Not sure I could use self-control to go slower if had faster options and going faster just not necessary . I also am looking for a budget $1000 or less 

Any recommendations? I can’t find any scooters that are powerful but don’t go fast
