What are the best and safest small towns in America?

There are many thousand towns that would qualify.  Best is subjective.  What is best for you might not be best for me.  

Crime in America is predominately found in large cities like Baltimore, Chicago, New Orleans, Detroits etc..  

The states of Maine, New Hampshire and Vermont have historically had the lowest crime rates per capita in the country.  

My suggestion for the safest "town" would be Montpelier Vermont.  

I would say Ozark, Alabama. Nice and rural. We were stationed there a long time ago when I was a baby.

I think in Chicago they shoot each other every 30 minutes instead of every 12 minutes like Detroit.

There are too many to list.  Most small towns are fairly safe.
