In South Korea, do many speak fluent English? If I walk around the city, will I see how many people speak and understand English?

There is an American / Korean channel that makes a lot of social experiment videos, to show how they react. And in the videos, they respond to Americans in English normally, or, I don’t know how he gets it right who speaks English to make the video.

    I am native Korean speaker.

    And if you think broken english is also a kind of english,

    then I can say most of Korean can speak english.

    But normally, old people wouldn't be able to speak in English.

    Young people would be able to speak in English.

    How fluently they will speak in English is totally depend on your luck.

    Some people will say in broken english,

    But if you are lucky, they will respond in fluent english.

    (It is not easy to find people who says fluent english in korea)

    Don't trust Youtube videos so much.

    They could have erased some people's reaction where they said in broken english.

    Good answers. I also realized that, (I don’t know how youtuber hit people who spoke fulent English), but when he asked where they learned to speak, the answer came immediately and in good English: I went to high school, college in the USA.

    They expect you to speak Korean and they only speak    English at best in the tourist areas
