Because of the trickle down philosophy. The belief that the desires of rich men are more important than the desires of anybody else, by definition, is corruption. Ever since Reagan, corruption has been the conservative philosophy in America. It doesn't even make sense to say conservative philosophy leads to corruption; conservative philosophy is corruption.
